The Iraqi government is giving 13 open seats to the Shiites.

It would seem to me that on the surface it would be a gesture of peace. But don't you think that the Shiites, instead of voting with ballots, voted with bullets?

What kind of message is the newly established government truely conveying?

It is my opinion that instead of wholesaling power there might be a way to get some kind of peace or concession the insurgents could agree to.

1. Shities need to be part of the processs
But this plan has some obvious flaws and incentives for killing off other reps.
