I propose a constitutional amendment, whereby all elective representatives would have to gather on the capital (state or federal), city hall, and courthouse steps each morning and declare openly by shouting that their votes are for sale.
Only at that time could they be approached by lobbyist and the bargain for their vote could be struck, with money being paid in the open. Any other meeting with a lobbyist would be a capitol offense with a life-sentence penalty.
If we are to be ruled by corrupt elected or appointed officials it should be done in the open.

I believe that ANY elected official should, when doing official business, be held to strict "truthfulness and perjury" laws. If the President, Sens or Reps LIE while doing government business, it's punishible by a minimum of loss of office/huge fine, on up to jail time. If there is something that officials need to LIE about for "national security" reasons, there must be a check system, i.e, a panel that is notified, informed of the situation, and then becomes liable as well if things turn out to be less than truthful.
