Kerry is giving his speech on the Senate floor. DEMbloggers.com will have the full video Kerry's speech and other Senate speeches from today.

3. The Senate comes into session at 2:00 pm (EST)
They usually dither around on stuff in 'Morning Business' for awhile and then various and sundry people come to the floor. There are no votes scheduled for today, so probably sometime around 2:45 -3:30pm. (This is a GUESS, not a legal estimate.)
