Did Bush cut more college programs?

I'm listening to Malloy and someone called in and said they cut some more programs with colleges and making it harder for poorer kids to go to school. I go to a local community college and that's even expensive! Luckily my dad has a good paying job and all that. Bush and his croonies are trying to drain this country so more people will join the military and his rich buddies kids won't have to. Damn this asshole.
