This was a survey by Morgan Quitno Press of public school systems resulting in the Education State Rankings. States were graded on how they compare to the national average, including: per-pupil expenditures, graduation rates, class size, reading/math proficiency, and student-teacher ratio. It also included drop-out rates and physical violence.
