The idea was that the attack would be blamed on the enemy, and, due to the dead man's unpopularity, no one would contradict the cover story. Fragging could also imply intentional friendly fire during combat.

I have no mixed feelings about disclosing ANY information. We've been told so little thus far, and I don't want anything to be held back. I'm very sorry for the loss of the families involved, but we're never going to wake up the masses until they realize the real horrors of this fucking war!
