It's the way people got the words "Miserable failure" to come up on Google with a link to Bush's official White House biography.

The idea is that as the Googlebots roam the web, they come across a link with a phrase attached, like (in this case) High Crimes and Misdemeanors. It makes a tick mark in its database that (in this case) http://www.downingstreetmemo.com is a valid search result for that phrase.

If enough "hits" like this appear on the web, then the search result moves up in Google's ranking. That's why it's called a "Googlebomb."
