Criminal case against HALLIBURTON in Kazakhstan


10 June/ 14:41 | 121 A criminal case initiated against Halliburton International Inc for customs duties evasion in Kazakhstan
ATYRAU. June 10. KAZINFORM. \Saniya Kalamkaliyeva\ As a result of audit of the foreign economic activity by the post-customs control department of Atyrau oblast against the affiliate of “Halliburton International Inc” is initiated a criminal case due to the article of Criminal code of Kazakhstan “Evasion of customs duties”.
The said company operating in Atyrau oblast since early 90s is a subcontractor of large oil undertakings such as TCO, Agip, Kazakhoil-Aktobe, etc. During the inspection detected was a set of customs offences, particularly, violation of article 14 of the Customs code “Conditional turnout”.

Agip and TCO owing to intergovernmental accords are exempted from customs duties and taxes. Consequently, the equipment imported for those projects fall within that privileges as well. Customs office charges duties upon importation but never collects them. However, these goods must stay under control of the customs officers so they could make sure that they exploited only in the very projects.

In the course of examination it was revealed that some declared cargoes and equipment for these projects, i.e. the goods imported in the regime of conditional turnout were not presented for the working control at the moment of audit. They were exploited at other objects.

According to customs officers Halliburton International Inc must pay KZT 30 463 026 (about USD 230 million) for the cargo and equipment transferred to other objects.
