Bush doesn't need Congress to get Bolten into the UN
He can (and probably will) just appoint him the next time Congress is in in recess.

Thoughts?

but could the damage be done before congress reconvenes?

3. He can be appointed during the recess and there is nothing Congress can do

4. he still needs to have his appointment confirmed by the senate
when congress reconvenes. the appointment is temporary until then.

6. Actually, I think it's when the NEXT Congress convenes
versus the current session re-convening.

5. True, but I think the poster is referring to the term
which would end when the next Congress begins (2007???)

From the May 12 edition of CNN's Wolf Blitzer Reports:

BLITZER: The nomination will come up for a full vote in the Senate, but there is one other option the president could have. On controversial nominations, he could do what former president Bill Clinton used to do, have what's called recess appointments and just get his nominee through with that technical procedure.

GREENFIELD: Well, you do that, though, when the Congress is in recess. Which it is not now.

BLITZER: But they will be in recess fairly soon.

7. Ah yes.
But according to Bush, he doesn't need no stinkin' representatives of us stinkin' libruls.

I wouldn't put it past Bush at all to do this. It just depends on how fed up the bastard gets. If he sees it going nowhere, he'll do it. It will be par for the course.
