Bush has had little success in pushing his faith-based agenda through Congress, so he has used executive orders to implement much of it. Can't get it done through congress, so he does it by exective order. I think Congress can overturn it (but I don't know if they will). Hopefully it will go to court.

I think that is what he wants...FAT Tony et al to sanction it after he bankrupts the ACLU with a million issues.

to issue executive orders that are prohibited by the Constitution, i.e. "All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."
AWOL has already tipped his hand by revealing that he hopes to gain support among African American ministers by giving them federal grants aka bribes. I hope the ministers follow Christ's teaching and beware of false prophets bearing handouts from mammon.

You can't fix a place of whorship (oops, I meant worship), but what about property owned by the church? What about the home where the deacon lives? What about private homes that have bible studies on a weekly basis?
If you think the voucher system was an easy vehicle for corruption, this faith-based give-away is going to be a nightmare.
