Marketingwise...Americans are just hearing about this, and the media they are hearing it from is calling it a MEMO. Even the web site is DOWNINGSTREETMEMO.com, and they address that on the home page. Why confuse people further? Plus, "memo" fits better graphically and it flows off the tongue better.
I sincerly appreciate your point, but I think first we have to be concerned with exposing people to the content of the minutes, raising awareness of the documents. Let's sort out the semanitcs later!
(BTW, I put links to the minutes on the order page for the stickers!)
