The reason Diebold's ATMs work and their voting machines don't |

It's because their customers want them that way.
Diebold ATMs are purchased mostly by banks. My electric company has a few; they use them as remote bill paying stations. But mostly they're bank property.
Banks hold people's money, and people are just a bit fussy about that being absolutely accurate. "I put $100 in First National Bank and the Diebold ATM says I only deposited $75" would kill First National Bank. No one would bank at an institution that couldn't account for your money down to the penny.
Diebold voting machines are purchased by elections officials who belong to the Republican Party. It seems to me that more and more, Republican elections officials work very hard to ensure Republicans are elected. A voting machine that every so often flips a vote, just so long as it flips a Democratic vote to a Republican one and not the other way around, is okay with them.
Diebold's ATMs have to be absolutely accurate if Diebold wants banks to buy them. Diebold's voting machines have to be very good at putting Republicans in office if Diebold wants Republican elections officials to buy them. It's the American Way.

...a receipt printer. Even elcheapo ATMs in the convenience stores give receipts.

You know what the totals should be with your money. With voting other people's votes dump in with yours and then they are totaled. Only you know your vote. So in the end there is now way to audit. There would have to be some way to give you a vote number so that when you viewed the database of votes you could see that your vote was correct.
