4. the ONLY thing he gets "credit" for is the ONE thing that's

totally out of his control.. Terrorism works on the TERRORIST's timetable. They strike when THEY are ready...and we can NEVER be "prepared" for them..

They may plan 100 "events"...if one succeeds, they are happy.. If 1 of 100 happens here, WE have failed...

For people to "grade or score him" on terrorism, is infantile .
