35. Annan has been calling for reform of the UN for quite some time
He sees the current rules as problematic, as they were crafted when the UN was made up of only 51 member nations. He also thinks that the Security Council is problematic, as it does not accurately represent true world opinion given the fact that it has only a small number of members (including the 5 permanent members).

He's all for reform, but definitely NOT in the manner in which Bush would like (abolishing it altogether or making it a US bootlicker).
