Why was the OSP created and why is it still not in operation?

Why was the OSP created and why is it still not in operation?
OSP, Office of Special Plans, Created in 2002 to provide intelligence to the Administration. It had been reported the Intelligence the Administration was receiving from FBI and CIA and NSA was not showing any links to Saddam. There was no evidence of WMDs or links to Al Qaeda so something had to be done. so they created their own Intelligence Service that would give them what they wanted. Why has this not been brought up and if it has how does the Administration explain it. They needed it to launch their war but now they don't. Does that seem a little strange to anyone?

1. I thought this was a huge tip off that intelligence was being fixed
Surprized no responses on this. It was very telling to me that they needed their very own Intelligence Agency at that particular time. Why they needed it then but not now. To me this is another smoking gun that no one is looking at.

It relates back as usual to the NeoCons which Dick Cheney installed in his own Cabinet (Scooter Libby), Defense (Douglas Feith), State (John Bolton), and Defense Special Black Ops (the OSP, Abraham Shulsky, William Luti, and Feith, Luti's boss). They are all out of the Zionist front the American Enterprise Institute and are Likkudniks or wannabe Likkudniks.
Cheney's Administration will not explain about any of this, any more than any crook and fraudster would incriminate himself.

"What I saw was aberrant, pervasive and contrary to good order and discipline," Kwiatkowski wrote. "If one is seeking the answers to why peculiar bits of 'intelligence' found sanctity in a presidential speech, or why the post-Saddam occupation has been distinguished by confusion and false steps, one need look no further than the process inside the Office of the Secretary of Defense ."

Kwiatkowski went on to charge that the operations she witnessed during her tenure in Feith's office, and particularly those of an ad hoc group known as the Office of Special Plans (OSP), constituted "a subversion of constitutional limits on executive power and a co-option through deceit of a large segment of the Congress".

Kwiatkowski's charges, which tend to confirm reports and impressions offered to the press by retired officers from other intelligence agencies and their still-active but anonymous former colleagues, are likely to make her a prime witness when Congress reconvenes in September for hearings on the manipulation of intelligence to justify war against Iraq.

According to Kwiatkowski, the same operation that allegedly cooked the intelligence also was responsible for the administration's failure to anticipate the problems that now dog the US occupation in Iraq, or, in her more colorful words, that have placed 150,000 US troops in "the world's nastiest rat's nest, without a nation-building plan, without significant international support and without an exit plan".
