Bolton - Recess Appointment - what'cha wanna bet that Chimpy
will appoint Bolton during the recess for the July 4th holiday? Solves all of his problems - doesn't release the mystery documents, gets his guy in the UN and shuts down another opportunity for the Dems to build more steam against his "mandate."

I'm thinking it is a done deal. Bush lives by the creed it is always easier to get forgiveness after the fact than get permission before. Abuse of power is his middle name. He has lived his whole life this way.

1. recess appointments only last until
the beginning of the next congress (Jan 20 or so)

Chimpy will then use the intervening months to "prove" what a great job Bolton is doing. (I'm betting you won't hear a peep out of Bolton for the first few months. Lay low, no rocking the boat. Confirm. Then Katie bar the door.) Will be harder to get him out of the job than it was to get him in. JMHO.

9. I think the 109th is in place until Jan. 1, 2007.
Correct me if I'm wrong, but Congress's terms are two years.

2. No victory for Bush. A recess appointment is admitting failure.
And obstinence. He would be saying "I'd rather get my way than do the right thing ... or have an effective representative at the UN." Because, if Bolton gets in that way, he'll have no credibility at the UN or with the Congress. It would be a disaster for Bush in the long run.

3. He is the type that has to have everything he wants and will
do what ever to get it.
I don't think it would bother him to do a recess appointment.

7. The issue is one of opportunism rather than failure...
ShrubCo really do not give two shits about "HOW" the evil deeds get done, as long as they actually GET done and are appropriately spun...

It's not like the US or Bolton have any credibility to lose at the UN or Congress anyway...

Or do you actually believe that the corporate media will say ANYTHING about a Bolton recess appointment other than how it is a big victory for Shrub and the Retardicans???

A "recess" appointment is only authorized when the vacancy occurs during a recess.

Here's the relevant provision (Article II, Section 2) ...
The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.


Yes. It's been violated repeatedly. Pryor is just one example.

14. My guess is the recess appointment is already been decided.
The WH aparently realizes the Pubs don't have enough votes locked up on Bolton. Why else would all the news programs be talking about a recess appointment today? I think the old WH spin machine has released this info now, to tone down the surprise when Shrub does it in a few weeks.
