8. So it's still being framed as "ban" versus "no ban" -

as though there's no middle ground such as "regulation".

You know, similar to how car ownership/drivers licence is regulated.
That's how it works with gun ownership in most of the rest of the world; guns are neither banned nor is "anyone allowed to own any gun they want".
