Opt out or Opt in? NYS School Board Poll

Should parents have to request and submit forms to "opt out" of giving contact info to military recruiters, as required by NCLB? Or should they be able to "opt in;" information only given by those families who have requested that they be included?

The New York State School Board is running a poll as they formulate their position. The question is:

Currently: "Yes" is at 84.24 %; "No" has 15.76%
