Richard Nixon authorized the Watergate burglary and subsequent cover-up to advance his own political ambitions. Because Nixon's lies were done for the craven purpose of getting and holding political power, his lies - in the minds of the majority of the members of Congress - were elevated to the level of impeachable "high crimes and misdemeanors."
Bill Clinton had sex in the White House with Monica Lewinsky, but Congress concluded he'd lied about it to maintain political power. Another impeachable crime.

The real scandal of the Downing Street Memos, with the greatest potential to leave the Bush presidency in permanent disgrace, is their implication that lies may have been put forward to help Bush, Republicans, and Blair politically. If Bush lied to gain and keep political power, precedent suggests he and his collaborators in the administration may even be vulnerable to impeachment.

Conservatives say the Bush claims of WMD and "mushroom clouds" were a "lie of ignorance." Condoleezza Rice periodically does the talk-show circuit and repeats the "lie of ignorance" myth. "The entire world thought Saddam had WMD," she and other Bush representatives suggest over and over again. "We had bad intelligence."

11. Great Read-Wow! I never thought of this reason for Bush's lies! But it is

a very likely and excellent hypothesis about why Bush lied and went to War on Iraq....it was to take control of the Senate and solidify power and everything else then followed for them to reap....

I still believe that what is needed is conclusive proof and so far that is not available. Although circumstantial evidence is mounting the RW dominated House will not move on it unless solid proof is at hand. I feel that the CIA &/or the Pentagon has docs that would provide the proof needed. Now I am hoping that the rank and file will leak it out.

how much was congress even involved in Nixon's downfall?

It seems to me that it was a battle between Nixon and the media, and Nixon was finally "hoisted on his own petard." The ugly little unshaven man lost to the noble MSM, not because the MSM was smart or noble, but Nixon had generated some passionate enemies within his own empire.

Did Congress ever enumerate any charges against him?

Like Bush chief of staff Andy Card said:" you don't launch a product in the summer" or something like that. They didn't really crank up the integrated media/WH propaganda campaign until after Labor Day 2002, so it was in full war mode before the November 2002 election. Disgusting.
