Bush in power for only one month - orders attack on Iraq

The order from the president was required because they wanted to attack around Baghdad which was outside of the no fly zone.

The attack by US and British fighter jets, hit five targets south of Baghdad, the first strike of its kind in nearly two years.

Seems Bu$h really hit the ground running with this one, while in the meantime everyone thought he was on vacation, sleeping or golfing. Somehow, I really doubt that this is the first thing that Al Gore would have done if he was in the WH. Not to mention that fact that Bu$h never mentioned during his campaign his plans for such an aggressive ME policy or that Iraq was even an important issue. Yet from day one, Iraq is obviously a top priority. Then we are suppose wonder why terrorists would want to attack us?

Quigley was asked why U.S. President George W. Bush was required to sign off on this attack when previous U.S-led strikes in Iraq occurred without presidential approval.

"This was different," Quigley said. Because the targets of the attack were north of the 33rd parallel -- out of the no-fly zone -- the president's permission was needed to launch the strike, he said.

Military planners presented their attack proposal to the president on Thursday morning, after which Bush ordered the strike, White House sources told CNN Senior White House Correspondent John King.

The more sophisticated Iraqi radar stations were increasing Iraqi chances of shooting down U.S. or British aircraft which routinely patrol airspace in the region, Pentagon officials told CNN Correspondent Jamie McIntyre.

To the Congress of the United States

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its decla-ration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent the enclosed notice, stating that the Iraqi emergency is to continue in effect beyond August 2, 2001, to the Federal Register for publication.

The crisis between the United States and Iraq that led to the declaration on August 2, 1990, of a national emergency has not been resolved. The Government of Iraq continues to engage in activities inimical to stability in the Middle East and hostile to United States interests in the region. Such Iraqi actions pose a continuing, unusual, and extraordinary threat to the national security and foreign policy of the United States. For these reasons, I have determined that it is necessary to maintain in force the broad authorities necessary to apply economic pressure on the Government of Iraq.

11. The Gulf War never really ended.
We kept Saddam boxed into a certain area, a prisoner in his own country, for over a decade and never once decided to kill him. This takeover by the BFEE was put on hold while Clinton was in office, but Clinton had other concerns and was kept constantly distracted from Iraq with other wars and of course impeachment. I'm not sure what his personal thoughts on Saddam where, but I'm sure they weren't good ones. What is going on now is the completion of the PNAC dream. The 'land grab' of Iraq/Afghanistan is just the second part of the Gulf War. This was all planned out probably while Cheney and Rummy served under Reagan.

I'm sure he felt Saddam was contained.
