Eminent Domain and Just Compensation |

I'm writing my Florida state legislators today with the following request:
1) When eminent domain is used to take land for a public use (meaning the future use will be owned and maintained by a PUBLIC entity such as schools, roads, utilities, etc.), just compensation should be the fair market value of the property as decided by a qualified appraiser or group of appraisers.
2) When eminent domain is used to take land that eventually becomes owned by a PRIVATE entity, just compensation should be FIVE TIMES the fair market value of the property as decided by a qualified appraiser or group of appraisers.

The appraisal is to be calculated to include not only the land value, but, the value of any existing structures or facilities on or planned for the property by the current owner.
