O is for officer and when you get up to the 0-8 and above you're seeing the range of their pay. It's several thousand dollars per month.

6. Keep in mind they still have to work under UCMJ
The uniform code of military justice is very specific in these areas and no general worth their salt will risk their career and honor.

Think about the books and speaking tours some of these guys go on after they retire. That's why they wait until they retire. If they do anything during their service to make an extra buck their credibility goes to hell and the public won't give them the time of day.
