Even before Bush stole the election, plans were in place for camp x-ray-

add this to the dsm- and many others-

here is the dirt:

Brown & Root Services, a division of Kellogg Brown & Root, Arlington, Va., was awarded today a $16,000,000 task order under a previously awarded cost reimbursement, indefinite-delivery and indefinite-quantity construction contract for construction of a 408-unit detention camp at the Radio Range area of U.S. Naval Station, Guantanamo Bay, Cuba. Units will be of modular steel construction. Each unit measures 6 feet 8 inches by 8 feet and includes a bed, a toilet, and a hand basin with running water. Work will be performed in Guantanamo Bay and is to be completed by April 2002. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 44 proposals solicited, three offers were received, and award was made on June 29, 2000. The total contract amount is not to exceed $300,000,000, which includes the base period and four option years. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-00-D-0005).

Yeah, the Navy knew they might need facilities built that they didn't make capital plans for, and instead of hiring companies on a per-project basis they gave a contract (after taking 44 bids) to one company to build facilities on an "as needed" basis.

What exactly that proves, other then KBR got a contract to build facilities for the Navy?

I guess Clinton was in on it too, since it happened under his Defense Department.

Kellogg Brown & Root had a basic contract awarded June 29, 2000 to build Naval base facilities. Not the Camp X-ray facility.

If a new building had to be built for the Navy during the period that the contract was active, then Kellogg Brown & Root would be the ones to do it.

In 2002 they added on an order for camp X-ray to the basic contract.

The total contract amount is not to exceed $300,000,000 (base year plus four option years). Work will be performed at worldwide locations, to be determined, when task orders are awarded. Work is expected to be complete by June 2001. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with 44 proposals solicited and three offers received. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-00-D-0005).



The Navy determined they needed a new base, and issued a 'task order' to get it built. It was a blanket contract, not a specific one.

No Conspiracy here.

4. so what you are saying is
that Cheney's Co. was awarded a contract in 2000, to build something when the military needed it, and they just happened to need Gitmo in 2002?

Pretty good planning- eh? No conflict of interest here?

You'll recall that Bill Clinton had Haitian refugees kept at Gitmo when they were intercepted fleeing the Aristed Coup. As to avoid dealing with sticky immigration issues.


In May 1994, Operation Sea Signal began and the naval base was tasked to support Joint Task Force 160, here providing humanitarian assistance to thousands of Haitian and Cuban migrants. In late August and early September 1994, 2,200 family members and civilian employees were evacuated from the base as the migrant population climbed to more than 45,000 and the Pentagon began preparing to house up to 60,000 migrants on the base. The last Haitian migrants departed here Nov. 1, 1995. The last of the Cuban migrants left the base Jan. 31, 1996. In October 1995, family members were authorized to return, marking an end to family separations. An immediate effort began to restore base facilities for family use, including a child development center, a youth center, two schools and Sunday school. Additionally, the revitalization of Boy and Girl Scout Camps and the Guantanamo Bay Youth Activities (a free sports program for children) was enacted.

During the Haitian migrant operation "Operation Sea Signal" at Guantanamo Bay, a number of migrant camps were set-up at "Radio Range" the site of the Naval Base's radio antennas on the south side of the base, and the future site of the more permanent detainee facility. To identify the camps, a name was designated to each to correspond with the phonetic alphabet used for official military "radio" communication (Camp Alpha, Camp Bravo up to Camp Golf). When additional sites were established on the north side of the base, camp names were designated using the opposite end of the alphabet, to include Camp X-Ray. Camp X-Ray is the only camp site on the northern side of the base and is currently used as a temporary detention facility.

Here's another project KBR did, under the same blanket contract

The total contract amount is not to exceed $300,000,000, which includes the base period and four option years. The question is not what Haliburton was doing in Guantanamo in 2000, but what they were still doing there in 2001.

They've been caught ripping off the treasury at least three times now.

On a documentary I watched recently, a commander in Iraq proudly announced that the cost of a single serving of supper for our men in Iraq is only $20.00. Now I'll be the first to admit that kitchen detail was not my favorit pass time during my army days, but perhaps they could use the savings of using an old fashioned field kitchen to pay our soldiers a decent sallary.

The Halliburton chaperone was revealed as a tool.

I wish the show made more of a point about how relying on contractors for basic necessities could actually put troops at risk, but I guess that's an entire hour on its own.

Haliburton/KBR are cogs in the military industrial complex, and are not good companies.

But, to hold up the fact that they built the detention center at GITMO as proof that BUSH KNEW isn't that strong an argument.

They had a blanket contract to built facilities ad hoc per the needs of the Navy. That doesn't implicate anything or anybody.

Every business I know has a 'rainy day' fund for unexpected expenses. The Navy is no different. Weather its emergency repairs to a breakwater in the Azores or a detention facility in Cuba.

10. Phillipinos are the niggers of global engineering
All engineering companies use them for projects all over the world. They're technically not immigrants when they work abroad.

I always wondered if those people had to fly in on their own dime. Probably.
