Question (research): Who exactly is "C" in the Downing Street Minutes?

Question (research): Who exactly is "C" in the Downing Street Minutes?
I'm preparing a rebuttal to an email from a fence-sitting friend, who forwarded it from a freeper friend of hers. I want to have my facts straight.

I seem to remember "C" being the head of Great Britain's version of the CIA.

Is that right? If so, can anyone help me be more specific?

If not, can you tell me who "C" is?

The freeper article, of course, sought to downplay every aspect of DSM, and in the process, Dearlove became "some senior British officials".

5. Normally, I would ignore it. I don't discuss such things with freepers...
...but this time, it was a woman who is a former Bush supporter, and has now regretted that 2000 vote.

She finally came around in the months before the 2004 election, and voted for Kerry. Now she's outraged about DSM, but has not followed it closely.

She forwarded to me a hit piece from a freeper friend of hers, and I was debunking it for my friend's sake, not the freeper's.
