"The administration and the Iraqi government must stop using the requirement that troops be trained in-country as an excuse for refusing offers made by Egypt, Jordan, France and Germany to do more."

....this paragraph tells me that "Old Europe" and some Arab states have offered to train Iraqi troops and police as long as the training was done in their own countries but ---

Bush has turned down the offers because HE COULDN'T GET ANY POLITICAL MILEAGE OUT OF IT by pointing to "Old Europe" and other Arab states as "having seen the light in acknowledging that Bush's policy was correct all along and they have finally joined the Coalition of the Willing"

If my assessment is true, What a freakin' disgrace.

Instead of sincerely trying to fix the problem, he's looking for propaganda moments..
