After failure to find weapons of mass destruction, soldier given job of paying for projects

'I was supposed to find weapons of mass destruction,'' said Shumaker, of Clarksville, Tenn. Instead, they made him an accountant, ''because I was doing nothing.''

Shumaker said he was not particularly disappointed as things have turned out. He finds his current job very gratifying, especially when he and his boss, Capt. Julie Simoni, hand out millions of dollars for building or refurbishing orphanages, schools, hospitals, nursing homes or digging water wells in dried up villages.

Since the began working for the Commander's Emergency Response Program on June 3, they have doled out more than $3.5 million for 180 projects. By next week, they will have spent more than $4 million for projects, said Shumaker.

Capt. Simoni, who has been nicknamed ''Moneypenney,'' and Shumaker carrying a green camouflage backpack filled with cash, travel the four northern provinces that are under the control of the 101st Airborne Division paying salaries and providing money for the various projects.

At first, Shumaker was very nervous carrying so much money. ''Now we drop $500,000 a time, and it's just my work bag,'' he said.
