These are the people the Bush Presidency is propped upon. When they give up on him, that's when his policies are inviable.
Consider it smart in the sense of a deathwatch. If they cheer, Bush lives and the policy is viable for another couple of months at least. If they stay glum and lose conviction, it's hopeless for him.
