1. They're being turned over to the prosecutor

who will present them to the grand jury; the grand jury's deliberations are secret. However, we're close to the end of the investigation finally. Cooper and Miller were the last two witnesses sought. Fitzgerald will either bring indictments or he won't. We'll know soon enough.
