Step 1. Outsource the whole Do-Not-Call operation.

Step 2. Change the contract from an FTC contract to an FCC one.

Problem solved.

1. Heard this morning on the news that some legislators
are considering making this a law, rather than a regulation so judges would have a harder time shooting it down. Perhaps #3 on your list should be getting a hold of our legislators and urging them to creat/sign on to a sound Do Not Call bill.
