With no good answer,
What’s the best way to fight terrorism?
Promoting democracy - how about building ties, based on trust and cultural respect rather than trying to change their governments from Washington?
Military action - Definitely not.
Tighter security - How much tighter can it get without everyone wearing a microchip?

And promoting good will to all Muslim nations like the thousands of Americans who are helping all the country's impacted by the Tsunami. That has done more to fight terrorism than ANYTHING we have done with military action. Our approval rating in countries impacted by the Tsunami is up dramatically since giving so much help.

giving people a reason to like us instead of hating us? Send Peace Corps. volunteers to the Arab world and elsewhere, fund projects to help the people of the world, stop supporting horrible governments (Azerbaijan, Uzbekistan, Egypt, Kuwait, Saudi Arabia, etc...), hold Israel accountable for their actions (gasp!).
If we create hope, then there will be little reason to fear.

security at nuclear plants, security at chemical plants, security for transportation (besides airports), security at our borders, security at our shipyards, etc., etc.
