Congress recesses for the month of August. Presidents can make "recess appointments" while Congress is not in session. The appointee still has to be confirmed by Congress after a certain period of time. (90 days? 60 days? I forget what the specified time period is.)
Anyway, a "recess appointment" for Bolton is what is being speculated about. Since it's still July, the August recess hasn't happened yet.

Let's just hope that he will be on the way to jail by then.
I would love to see a representative from each of the 3rd world countries escorting Bolton to the Hague.
With each passing day, they get BOLDER!
