The “man behind the man” is a phenomenon that’s been around in politics since the beginning of time. Presidents, in particular, tend to get caught up in this peculiar anomaly. It comes with the territory.

They need a right-hand-man to give them new ideas; or want his advice, or need his special talents, or have on hand a fall guy who will take the heat for a failed policy, or they can’t trust themselves to always know the “right” thing to do.

2. This seems a bit different...

Rove is different in that he selected Bush more than Bush selected him. From what I've read and seen in interviews Rove realized early on that Bush would be the perfect vehicle for the implementation of Rove's political aspirations. Bush has never tried to "blame" Rove for failed policies, rather Rove has orchestrated Bush's evasions of any admission that failures have occured.
