On FBI top 10 most wanted--no problem to get a passport :( :(
While this is an editorial I am sure they had the facts.

Preventing passport fraud

The State Department needs to check passport applications against fugitive and suspected terrorist lists and maintain a library of lost or stolen documents.

Americans probably assume that almost four years after hijackers using fraudulent U.S. passports attacked America on 9/11, criminal fugitives, illegal immigrants and suspected terrorists would not be able to waltz through the passport process undetected. But according to a new federal audit, that is exactly what is happening. Passport applications are not cross-checked against lists of fugitives and suspected terrorists.

The Government Accountability Office tested the names of 67 federal and state fugitives and found that 37 were not included in the State Department's Consular Lookout and Support System database for passports. Among those who slipped through cracks in the system were nine murder suspects, five sex offenders, three drug traffickers and one alleged bomber. One fugitive obtained an updated U.S. passport 17 months after the FBI included him on its Ten Most Wanted list.
