I think the big story is ... WHO FORGED THE DOCUMENTS????

That's really not very important. The point is that the policymakers in the regime knew it was a fake and used the story anyway.

There is a black market for documents like that. The buyers are really only interested in genuine documents, but it should be easy to see why some people would be tempted to produce forgeries.

Governments, including ours, buys them for their intelligence value. I'll bet the US taxpayers shelled out a pretty penny for that one. It turned out to be a very crude forgery.
