It was the same story presented differently to the Canadians verses the Americans. Here is the response I received:

AP reporters and editors often do not write the headlines for the AP stories you read. When a story "moves" on the wire, it carries with it a suggested headline. Due to space limitations, editors at our member publications (i.e. Yahoo!News, the New York Times, CNN) will often edit, re-write or even omit the suggested headline. This has been common practice for many years.
