I say the spooks win hands down. They have the dirt and they know how to use it when they have to. Outing one of their most important assets - a covert agent is a call to arms. When the battle is over - and it is almost there now, it will be Chimpy, Crashcart, Rover, et al who will wind up the losers.

Bush and agents who choose loyalty to Bush over loyalty to the American people.
This battle has been years in the making, but it came forward more quickly because of the Plame case and the blame put on the CIA for intel failures that were actually part of BushInc' scheme for permanent war.

It only takes one, but I bet there are alot more who would annonymously spill their guts to get just revenge. Hey this is alot closer to home than the burglary at the Watergate Hotel. This is endangering the lives of their own people for political advantage.

...that Poppy is pulling every string he has remaining at the Agency and is calling in every old marker just to keep Junior in the game. Otherwise, his presidency would have ended on the day that he blamed the CIA intelligence for the SNAFU.
And Goss has already been made irrelevant by Negroponte, hasn't he?
