Bush certainly is resolute. He's resolutely dishonest and incompetent.
Once he's lied, he sticks to the lie. He just claims it wasn't a lie.
When he makes a mistake (for which he's set the world's record), he stands by it. He simply tries to rewrite history and misreport the news so it doesn't look like a mistake.
Dishonesty and incompetence are his legacy. Without mistakes and lies, no one would remember him.
Now he has multiple options for a specific legacy: destruction of the U.S. economy, destruction of our manufacturing base, destruction of our military, and destruction of our international reputation. Surely he will have at least one of these as his legacy.
Bush never found any "weapons of mass destruction." Actually, however, we DID find 1 "weapon-of-mass-destruction." George W. Bush.

He's made his whole schtick "I never budge" so when he is FORCED to, he's going to look like.....well, a word I never normally use springs to mind. But I won't go there.
