1. nothing; it shouldn't exist
All of the proper structure existed beforehand. "Homeland Security" is a transparent euphemism for the apparatus of a police state.

The radical restructuring of the executive branch which continues with multiple "intelligence reforms" is the characteristic spinning off bureaurcratic list keeping satellites typically found in a burgeoning totalitarian state.

Undermine the traditional institutions, destroy pluralism in favor of centralized police power.

but we all know moral compasses vary. I'd rather not have the RWers running that show...or any show for that matter.
