What should Homeland security protect the most?

All of the proper structure existed beforehand. "Homeland Security" is a transparent euphemism for the apparatus of a police state.

The radical restructuring of the executive branch which continues with multiple "intelligence reforms" is the characteristic spinning off bureaurcratic list keeping satellites typically found in a burgeoning totalitarian state.

Undermine the traditional institutions, destroy pluralism in favor of centralized police power.

The rest we can live without.

Constitutional rights, and dignity.
By living up to our potential we set a moral compass for the rest of the world.
