<rant> As a constituent in NC, I was recently taken aback by a news report stating the John Edwards has missed 90% of the votes on the Senate floor since 01SEPT2003. Now, I voted for Edwards, but I am very pissed to find (after doing a little research) that this does appear to be true. I don't know if the other candidates are doing this as well, but I suspect, due to the heavy travel schedule of campaigning, that they might be...and what about ole George there in the Whitehouse (rather NOT in the Whitehouse) and his interminable vacations??? How much leeway is to be given to those running for office whilst already in another office??? Should we require that a certain percentage of actual WORK be done? Should someone who misses 90% of the floor votes during a month-long period still be a Senator? I mean, I voted for this guy for a number of reasons, but one of them was to WORK for NC!!!
I was mad at the President's month long vacations...but this is not good either... </rant>

but, I heard one Senator (can't remember which--Daschle, maybe) say that if Senators know they can't be there to vote, they seek out someone who will be voting opposite of his or her position who ALSO won't be there to vote...so they negate each others vote. If that makes any sense. :) I know, that doesn't make it right...that's what they do, though.
