because he has three possible responses - all of them bad for him:

1) Yes, I asked him. Then the reporter would almost certainly follow up with "and what did Mr. Rove tell you"?

2) No, I haven't asked him. Then he looks like a completely irresponsible nincompoop. Come to think of it, this might be his best choice, given how many people already think he's an ass.

3) Bush stonewalls by saying something like "We have been asked by the special prosecutor not to comment on this case." I hope he tries that approach.
