The theory that has been posed is that he's going to wait until mid to late august to nominate in order to minimize the scrutiny of the nominee.

From what I've heard, Bush doesn't want to repeat the Bork situation, where we had all summer to scrutinize the candidate without the Senate in session to deliberate. Waiting until after the summer recess will minimize the number of days everyone can run ads, etc about the nominee.

They've had a short list for years now. There is no way he couldn't have come out day 1 and told use his choice. I think he's dragging hoping the bad press will blow over so he can land his neocon on the court.

I can see arguments for and against it.
Nominate and extremist, and you appease your base while keeping the story in the news for some time as the Congress fights over the nominee.
Nominate a moderate, and you avoid pissing off all the non-fundamentalists, and are almost assured a successful appointment.
Judging from their past behavior, I'm guessing they'll go with the first choice.
