Question about DNC funds

I know that the Dem nominee will be supported
by the DNC after that person is chosen in the
primaries...
My question is can the DNC raise monies at that
time, using the Internet like Dean has done,
asking for smaller donations?
I think it's a good idea and I don't know when
their funding needed to be in.
