I'm pretty convinced way back in 2002 when the Bush Admin was preparing the propaganda push for the Iraq War they thought that even if they got caught lying about the War, either WMDs would be found in Iraq and/or Saddam would do something stupid so that if it they were caught, the ends would absolve them - unfortunately for them neither occurred.
