more of the Valerie Plame leak. John Harwood of the WSJ was on and said that his reliable sources who saw "The State Department Memo" said that the memo was more than secret--it was top secret, and not even to be shared with intelligence services of friendly foreign countries. Thus, anyone on Air Force I who saw the memo would know its sensitivity. They did not mention something else which may "nail" any number of those turds who were attempting to smear Joseph Wilson. 1. Anyone who receives classified material not only must have the appropriate (Top Secret in this case) security clearance, but must have "a need to know" the specific material, and 2. Such material in one's possession may only be shared with further recipients who POSSESS THE NECESSARY SECURITY CLEARANCE AND HAVE THE REQUISITE NEED TO KNOW.
Anything short of the above is a security violation. I know this stuff because I worked for a defense contractor a long time ago in an earlier life. They even hold classes on maintaining security. My guess is that some of the group on AF I didn't even have clearance to see the memo, so whoever took the memo off the fax machine and gave it to anyone not cleared is automatically guilty. Anyone passing it on to reporters or anyone else w/o CLEARANCE AND NEED TO KNOW is also guilty. Methinks they'll need a number of cells in the Federal slammer to house the crowd who could go down over this one.

That would be some really interesting testimony if he is asked who the memo was shown to. If he showed it to people that shouldn't have had access, then he would be guilty. He will very likely have to plead the Fifth.

...foreign countries" was covered under a "NOFORN" designation that was actually stamped on the document/manual in question back when I was working in the military, and later when I worked in the Pentagon for a short period of time. And those documents/manuals were ALWAYS stamped "Top Secret" as you stated.
