1. He can speak French, why doesn't he?
Scared they will beat him over the head with it. Wussy. Surprises on French TV occasionally: American French speakers over the years like Robert Stack, Sigourney Weaver, L. Paul Bremer, a few others whose names I can't remember now.

14. I don't know
I was at Yale when she first arrived as a freshman, and there was some talk of how she had graduated from a French-speaking private school.

15. French schools in Los Angeles
There are actually two French private schools in L.A. and my daughter just came back from a year at LILA - Lycee International de L.A. But the more prestigious (and more expensive) school is the Lycee Francais, and I guess that's where Jodie Foster graduated from.

4. Actually, I understand why he might have done that.
I speak a few languages, but when I know the other speaker understands English, better than I speak German for example, I will respond in English because it is more efficient. I find that Germans and Dutch, in general, prefer this scenario, and are even grateful for the application of logic in favor of economy of effort.
