If I remember correctly, "neutral" means that the character does what is in his/her/its own interests. The evil part, we can all understand. Since BushCo's objective is to benefit itself and its buddies at every turn, at the expense of the greater good, I say, Neutral Evil.
I used to play D & D sometimes years and years ago, before high school even. But I was fascinated with learning what all these alignments did. I read quite a bit about what they meant in the D & D Literature. That was a good 15-20 years ago, and the memory does fade!

No doubt, evil. I would argue lawful evil. Bush believes in rules. He might believe that the ruling elite may break those rules for some greater, evil purpose. But he still believes in rules. For the rest of us.

You can't be a truly evil politician, if you respect the Constitution. There are other rules Bush obeys. They're just not the ones you have in mind.
