He gave testimony to Fitgerald at the WH with his attorney present and yes, he was not under oath. He still could be called to give testimony to the GJ.

And NEVER would have if: Dick Cheney had not accompanied him, he was required to swear to tell the truth, or if he had not felt the public would have abandoned him if he hadn't. This is not a moral man who respects his country, you would expect no less from a coward of his small caliber.
