bill clinton couldn't get away with a tiny lie, but bush and the nazis can lie all day and night, ignore the complaints, defy the inquiries, obfuscate the facts, hide the ugly truths and flaunt their criminality with arrogant abandon.
remember how they all pissed and moaned about clinton and how no one was above the law, not even a president? gosh, that was so long ago, who can remember that far back?

1. it's looking like this goes back to at least 1980 |

Former DCIA as VP then prez (illegal even)... Iran-Contra... October Surprise... Now, Cheney and Rumsfeld go back to Eisenhower, so this isn't really all that new, but 1980 did mark a turning point of some kind. If the accountability standards were still functional Reagan, Bush, et al would have been ejected from office as was Nixon. It's 25 years later now, and the same guys are still calling the shots, and the stranglehold is far worse.
The idea here is that if governmental processes could hold them accountable, then Iran-Contra would have amounted to something.

3. It goes back to Gerald Ford's pardon of Tricky Dicky. |

A republican President commits a crime and gets caught and the GOP blames Democrats and wants revenge. That's what the Clinton impeachment was all about.

So there wasn't complete invulnerability. The racket has of course been going on since WWII.
ON EDIT: The racket that I can see only goes back to WWII. I've seen some attempts to go back further that I don't have a good idea of whether they're valid.
