America has always had been imperialistic, under Democrats and Republicans alike. Clinton's foreign policy was probably less so than any president I can think of, including Jimmy Carter, who supported the Indonesian invasion of East Timor, the Shah of Iran's crackdowns, and did not think the Vietnamese deserved an apology.
Just as an example: After years of violent US-supported rule by the elite under many administrations, Haiti finally elected a populist leader, Aristide. After he was overthrown, Clinton brought him back with military force. Bush, by contrast, arranged for a military takeover of the elected government.

I didn't know then I had a good thing. Give me Bill Clinton over the current management any day of the week. Clinton was intelligent, thoughtful and at least cared about working Americans. Give me Clinton again and I would be happy. Give me back our surplus and our international integrity.
