BBV: ES&S Optech 3P Eagle Optical Scan machines

Can anyone confirm if the Optech 3P Eagle machines use GEMS, or is that strictly a Diebold software?

Our county only uses the Optech Eagle, and I'd like more questions to bring to my County Election officials. I have found out that only 3 county employees have the password code, but so does a rep from ES&S (conflict of interest or necessary for tech support?). The machines use a memory pack, and SPR's (Smart Pack Readers) that holds the results when the precints close, and the poll workers will go to a location that has a modem to send the results to the central computer.

I will probably be asking next for the certification documents. From there I'd like to ask if the county or state paid for the certification, or relied on the manufacturer paying for the certification. If the state or county did not pay for certification, I'd like to ask if they'd be willing to pay an independant lab not used in the previous certification process to have it done again. We all know there is now a conflict of interest when the manufacturer pays for certification per the person on DU who quit Wylie labs over this. We also know Wylie, and Ciber are not thorough having certified Diebold's machines with over 300 security flaws.

My questions were answered by their technology person for the machines within the cnty office, but she had never even heard of Diebold yet or the BBV issues. I referred her to the Salon article, but will be following up with her shortly. If anyone has suggestions, or future questions please let me know. She seemed more than happy to answer my questions to the best of her knowledge.

1. Legal vote record

Listening to the Friday night Malloy replay with Bev, led me to question what is the legal vote record for our county (paper ballot or electronic vote record).

Other questions:

Also what % vote margin will institute a mandatory recall, and what % will institute a candidate sponsored recall.

Also if citizens can ask to look at the ballots to compare to precint results, or can only the media ask after an election.

Btw, I've signed up for the election reform meetups in my area. There were already 9 people before me who signed up. I will try to get them up to speed, and act as a host if necessary.
